Although the soil may still seem moist at depth you can water your plants as long as the soil is dry. You can test the soil by placing your finger in the soil. The plant doesn't need any more water if the top two inches of soil or potting mix are moist. It needs very little water in winter and prefers to be watered only occasionally. Outdoor plants should be kept well-hydrated in the spring. Indoor plants should be provided with a well blended fertilizer once per month in the summer and spring.
