McCain first discovered his way to Washington as a Representative for Arizona in 1982. He served within the House from 1983 to 1987, when he ran for and was elected to the Senate. McCain found himself embroiled in a campaign finance scandal personally. Russ Feingold worked jointly for seven years on the invoice before the Bipartisan Campaign Reform Act was signed into legislation in 2002.
