This succulent's name is confusing because it is not a palm. It does get cold here, but not in the same way as areas with very severe winters. It is upto you to decide when to cut the bloom stalks. Cut back on watering in the winter when the leaves have fallen off. This allows succulents to stay hydrated longer, and they are more likely to survive without watering as often as possible. The leaves take longer to root and grow new plants than the stems. The glass acts like a mini greenhouse, trapping water inside. It takes longer for the water to evaporate.
