The report, containing 59 recommendations, also found there had been numerous deficiencies in the oversight of the casino by WA's Gaming and Wagering Commission and Department of Local Government, Sport and Cultural Industries.

Last week, two sources said Macquarie, I Squared Capital and Dutch company SHV had made preliminary bids for คาสิโนออนไลน์ GreenYellow as of June 2 at around 1.5 billion euros each, and that other potential bidders had asked for more time to put together a possible offer.

In Queensland, Star owns and operates the Treasury Brisbane and The Star Gold Coast casinos, and is building a $3.6 billion Queen's Wharf resort development in Brisbane, which is expected to open in 2023.

"There is scope for the Minister to form views on a Queensland casino entity's ongoing suitability based on findings about its associates - when the associate operations may be quite different," Mr Hogg said.

The 55-page document, released in Portuguese and Chinese on the legislature's website, comes as the government is due to formally sign a six-month licence extension for casino operators on June 23, local broadcaster TDM reported.

The 44-hectare (108-acre) Okada Manila started operations late in 2016.

With 993 suites and villas, 500 table games and 3,000 electronic gaming machines, it is the biggest of four multibillion-dollar casino-resorts operating in the capital of the Philippines, which has one of Asia's most freewheeling gaming industries. The long-running NSW gaming regulator probe is hearing closing arguments from Star's lawyers on claims it enabled suspected money laundering, organised crime, fraud and foreign interference at the venue.

"Depending on how quickly Macau is able to get the newest outbreak under control, there is risk of delay to finalisation of the gaming law amendments and subsequent concession tender process," said Vitaly Umansky, analyst at Sanford C Bernstein.

"The effect of that process ... is that the cheque gave the appearance that Mr Lee had obtained his money from the casino when in fact the source of funds was a bank account in China, being the one linked to the CUP card," she said.

Embattled gaming company Star Entertainment has failed to realise the "insidious effect" of its "delinquent" corporate culture on managers, an inquiry into the fitness of The Star Sydney to hold a casino licence has been told.

Casino, which has embarked on a plan to sell non-core assets to cut debt, said last month that it had launched a process to sell GreenYellow, aiming to seal a potential deal by the end of the year.

"A Queensland casino entity may not have necessarily had the opportunity to be heard before, or make submissions to, the State or Commonwealth inquiry whose findings the Minister is considering," Mr Hogg wrote in a submission on the bill.

An independent chair will be appointed to WA's gaming regulator and tasked with overseeing the remediation process, while the maximum fine for non-compliance with state regulations will increase from $100,000 to $100 million.

"We've been focusing on improving our policies now over the last three or four years, once we realised there were some gaps in what we're doing that would apply in both areas, and committed to fixing those and addressing those which we've done over the last four years," he said.
