It's a fairly regular occurrence in our practice and coaching that someone will ask for help with reducing the carb intake of theirs. Often (but not always) it's because they would like to lose weight.
If the typical individual talks about carbs in this sense, they're not speaking about the valuable carbs (fresh fiber) found in vegetables which are fresh, for instance. They are normally discussing those troublesome "starchy carbs".
