It's not a palm, so the name of this succulent can be confusing. It does get cold here, but not in the same way as areas with very severe winters. It is upto you to decide when to cut the bloom stalks. The winter leaves will have fallen off so you should reduce watering. This allows succulents to stay hydrated longer, and they are more likely to survive without watering as often as possible. Although many of the leaves will root and grow new plants, they require a longer time to do so than the stem cuttings.
